What a New Zealand laboratory is accredited and paid against
New Zealand has no premises licence for a private medical laboratory. Control runs through the people and the funding: every medical laboratory scientist and technician must be registered with the Medical Sciences Council and hold an annual practising certificate, and Health New Zealand pays community laboratories per test from a schedule test purchase list. International Accreditation New Zealand accredits medical laboratories to ISO 15189:2022 and states that most private and hospital laboratories in the country are accredited. Laboratory tests are standard-rated for GST, and public bodies are moving to Peppol e-invoicing under the Government Procurement Rules.
It is an offence for a medical laboratory scientist or technician to practise without an annual practising certificate, issued under the Health Practitioners Competence Assurance Act 2003 and running from 1 April to 31 March, with a fine of up to $10,000.
