LIS Software for Algerian Laboratories — Loi 18-11
A laboratory information system built for a laboratoire d’analyses médicales authorised under Loi 18-11: the records the ministry’s quality control and an ALGERAC assessment ask for, the data a CNAS reimbursement needs, and no dependence on the connection.
Which laboratory software suits a laboratoire d’analyses médicales in Algeria?
SamLab is an offline-first laboratory information system for Algerian laboratories authorised under Loi 18-11. It records the responsible biologist and verifier on every result, internal QC per analyzer, a retained amendment history and specimen traceability, holds the data a CNAS reimbursement needs, and keeps working through connection loss. Authorisation and ALGERAC accreditation belong to the laboratory.
What an Algerian laboratory is authorised and controlled against
Under Loi n° 18-11 of 2 July 2018 on health, creating and operating any laboratoire d’analyses médicales requires the authorisation of the minister in charge of health, only laboratories of medical biology and of anatomo-cyto-pathology may perform examinations that contribute to diagnosis, and a laboratory may be operated only by the holder of the relevant specialist diploma, who practises personally and is personally responsible. Quality control of laboratories is carried out by the ministry’s competent services. Accreditation to ISO 15189 is granted by ALGERAC, the national accreditation body, which has accredited private medical laboratories and is moving them to the 2022 edition. The national fund CNAS reimburses biological tests at 80%.
Creating and operating any laboratoire d’analyses médicales requires the authorisation of the minister in charge of health, and only laboratories of medical biology and of anatomo-cyto-pathology may perform examinations contributing to diagnosis, treatment or prevention (Loi 18-11, articles 251 and 255).
In SamLab: A laboratory profile that prints the authorisation reference and the responsible biologist on every report, so the document itself shows who is authorised to have issued it.
A laboratory may be operated only by the holder of a DEMS in clinical biology or in a basic biological specialty, who is personally responsible and must practise personally and effectively (articles 252 and 253).
In SamLab: Verifier identity recorded on every released result, so the personal responsibility the law places on the biologist is traceable result by result.
Quality control of laboratories is carried out by the competent services of the ministry in charge of health, and the transfer of specimens for specialised analyses is restricted (articles 256 and 257).
In SamLab: Internal QC per analyzer with Levey-Jennings tracking, and an outsourced-test register that records where each specimen was sent and when the result returned.
ALGERAC accredits medical laboratories to ISO 15189 and requires accredited laboratories to migrate to the 2022 edition within its transition period, under a procedure of evaluation, surveillance and re-evaluation.
In SamLab: Reference ranges with units per test, a retained amendment history with the earlier value, and specimen traceability from receipt to report — the ISO 15189 evidence an assessor examines.

Questions from Algeria laboratories
Is SamLab authorised for use in Algerian laboratories?
Authorisation under Loi 18-11 is granted by the minister in charge of health to the laboratory and its responsible biologist, never to software. SamLab provides the records the ministry’s quality control and an ALGERAC assessment examine: verifier identity on every result, internal QC per analyzer, a retained amendment history and specimen traceability.
Does SamLab support ISO 15189 accreditation by ALGERAC?
ALGERAC accredits the laboratory, on a cycle of evaluation, surveillance and re-evaluation. SamLab keeps reference ranges with units, who verified each result and when, every amendment with its earlier value, and specimen custody from receipt to report, and exports them as evidence. The software itself cannot be accredited.
Can SamLab handle CNAS reimbursement?
SamLab records each test with its price and the patient’s insurance identity, and prints the receipt and statement a CNAS reimbursement file needs, with biological tests reimbursed at 80% under the fund’s rules. Confirm any tiers-payant arrangement with your local CNAS agency.
What happens when the internet drops?
Registration, billing, result entry, reporting and analyzer capture keep working. SamLab runs from a local database on your own machine and synchronises when the connection returns.
